摘要
自20世纪80年代以来,英格兰的教师培养质量保障体系在政治、经济、教师供求关系和基础教育改革的多重背景下由大学主导型教师培养质量保障体系转变为政府主导型教师培养质量保障体系。因此,在政府主导型的教师培养质量保障体系下,尽管教师培养机构在具体实施层面依然保有一定程度的自主权,但是教师培养质量相关标准的制定、认证以及督查都由政府主导。新合格教师满意度调查和督查的结果反映出英格兰的教师培养质量保障体系取得了一定成效,但也有研究者认为其不仅侵害了高等教育机构的自治权,而且不利于职前教师教育未来的发展和创新。
Since 1980 s, in contexts of politics, economy, supply and demand of teachers and primary and secondary education reform, England initial teacher education quality assurance system transformed from institution-led initial teacher education quality assurance system into government-led initial teacher education quality assurance system. Thus,initial teacher education providers are able to have part degree of autonomy when carrying out their programs, but government plays a leading role in developing standards related to initial teacher education, conducting accreditation and inspection in government-led initial teacher education quality assurance system. The results of newly qualified teachers surveys and inspection illustrate that England initial teacher education quality assurance system is effective, while researchers argue that it is not only harmful to autonomy of institution but also to the future development and innovation of initial teacher education.
