新型教育智库的组织形态和研究路径 被引量:9

New Educational Think-Tanks:The Patterns of Organization and Research Pathways

摘要 新型教育智库是教育智库与新时代中国特色社会主义背景及新型智库建设战略相结合的概念演绎,服务于新时代重大教育战略决策与问题解决,蕴含着近年来我国政府对教育智库作出的新定位。新型教育智库必须依据时代使命的变更加快促进内部科研组织形态和学术研究路径的转型来实现其符合当前时代功能定位的外部价值属性。依据政策研究与政策过程之间的逻辑关系模型,新型教育智库可以分为"理论指导—政策设计"关系模式下的持久稳固型"、价值导向—政策决策"关系模式下的定期契约型和"问题解决—政策实施"关系模式下的短期协作型三种科研组织形态。新时代下,新型教育智库研究应采取由传统学术场域向实践问题场域的空间路径转向,由理性思辨为主向科学实证为主的技术路径转向,以及由单一学科向跨学科研究范式的知识生成路径转向。 A new educational think-tank,a concept deducted from and integrated by the general concept of an educational think-tank,socialism with Chinese characteristics in the new era,and the strategic plan for the development of a new think-tank,serves policy-making and problem-solving for major educational strategies in the new era,and adapts to the new functional positioning by the Chinese government over the past years. Based on the changed mission in the new era,new educational think-tanks are supposed to accelerate the reforms of the organizational patterns of research and the research pathways to realize their new functional value. In accordance with the logical relationship between policy research and the policy process,new educational think-tanks fall into three patterns:the sustainable pattern under the relationship model of "theoretical guidance-policy designing," the contract-based pattern under the relationship model of "value-orientation-policy-making," and the short-term partnership pattern under the relationship model of "problem-solving-policy implementation." In the new era,new educational think-tanks are supposed to change their research pathways from the traditional academic research into the research into practical problems,from rational thinking to empirical research,and from single-discipline research into interdisciplinary research.
