近年来,国际上以公共价值管理为核心的公共政策管理理论不断发展,这为我国公共政策理论研究及公共价值治理研究提供了新的视域。疫苗市场研究属于公共价值研究范围,我国公共管理如何超越传统的行政管理模式,建构中国特色的公共健康价值理论,建立公共价值管理的疫苗市场治理体系是当前亟需研究的问题。本文在公共价值视域下,结合国际有效的多中心市场治理理论,研究以政府为主导、社会组织参与、利益相关者有机协调的多中心共同治理疫苗市场的管理问题,为我国疫苗市场的"善治"提供建议。

In recent years, the theory of public policy management with public value management as the core has been developing constantly, which provides a new perspective for the research of public policy theory and public value governance in China. Vaccine market research belongs to the scope of public value research.It is urgent to study how China’s public management surpasses the traditional administrative management mode, construct the theory of public health value with Chinese characteristics, and establish the vaccine market governance system of public value management. This paper, from the perspective of public value and in combination with the effective international multi-center market governance theory, studies the management of the vaccine market jointly managed by the government, with the participation of social organizations and the organic coordination of stakeholders, and provides Suggestions for the "good governance" of China’s vaccine market.
