摘要
我国城市供水基础设施建设发展迅速,但其运行维护管理能力,特别是突发事件的应急响应能力不足。为了能够对城市供水突发事件做出快速反应,将应急资源整合到各个方面,并在有效的时间内做出决策,需要全方位收集处理各种突发事件信息,然后基于情景模型共享信息。在城市供水突发事件分析和分类的基础上,建立了基于本体建模方法的城市供水应急情景模型,并对建模过程进行了描述。构建的应急情景模型能够全面描述城市供水突发事件的状况,为城市供水突发事件的快速应急决策提供理论支持。
Infrastructure construction of urban water supply in China develops rapidly,however, its operational maintenance management capabilities are insufficient,especially for the emergency response capability of emergencies.In order to respond quickly to urban water supply emergencies, integrate emergency resources into all aspects,and make decisions within an effective time.It is necessary to collect and process various emergency information in an all-round way, and then share information based on the scenario model.Based on the analysis and classification of urban water supply emergencies,this paper establishes an urban water supply emergency scenario model depend on ontology modeling method and describes the modeling process.The emergency scenario model constructed in this paper can comprehensively describe the situation of urban water supply emergencies and provide theoretical support for the rapidly emergency decision-making of urban water supply emergencies.
