公路建设方案比选评价指标体系研究

Research on Evaluation Index System ofHighway Construction Scheme Selection

为了更好的评价公路建设方案,通过对公路项目顺利实施的主要影响因素的研究分析,从总体设计、技术方案、经济合理性、社会环境影响、实施及安全影响5个方面,以指标库的形式构建了公路建设方案比选三级评价指标体系;提出了基于双重标准的指标体系框架合理性判断方法;通过专家调研的方式确定了评价指标的权重推荐值和权重推荐区间.以实证研究为例,应用该指标体系并结合层次分析法和灰色综合评价法对建设方案进行比选.研究结果表明,该评价指标体系能够通过每一级指标的得分情况,反映出各建设方案在5个方面的优势和劣势,不同评价方法评价结果一致,与现状推荐方案一致,验证了该评价指标体系的可行性和适用性.

Selecting a highway construction scheme has not yet formed a uniform evaluation index system,in which subjective and objective indicators can be evaluated together.By analyzing the factors affecting the successful implementation of a project,the three-layer structure evaluation index system in the form of the index database was established from five aspects:overall design,technical scheme,economic feasibility,social and environmental impact,implementation and safety impact.Besides,a method based on double standards was proposed to verify the reasonability of the index system framework.Then,the index weights value and zone were recommended through expert advices.On the basis of the Analytical Hierarchy Process method and the gray comprehensive evaluation method.this index system was used for evaluating the construction scheme with engineering cases.The comprehensive evaluation results reflected the strengths and weaknesses of these alternatives in five aspects by the scores of each indicator.The assessment results were consistent by using different evaluation methods and matched the recommended scheme.The feasibility and applicability of the evaluation index system was verified.
