The Theoretical Basis of Xi Jin-ping's Thought of Targeted Poverty Alleviation

精准扶贫论述是习近平治国理政思想的重要组成部分,这一重要论述的提出及其在中国的实践是坚持和发展中国特色社会主义新理论新实践的重要体现。结合中国农村贫困的特征性事实,阐述习近平精准扶贫论述具有科学的理论基础,中国扶贫政策由开发式扶贫走向精准扶贫,精准扶贫论述的科学性和先进性,对总结中国战胜农村贫困的一般经验以及对其他发展中国家制定和实施扶贫政策具有一定的启示意义。

Targeted poverty alleviation is an important part of Xi Jin-ping ’ s ruling thoughts. The proposal of this important thought and its practice in China explicitly reflect China ’ s adhering to and developing the new theory and new practice of socialism with Chinese characteristics. Based on the characteristic facts of rural poverty in China, this paper expounds five theoretical foundations of targeted poverty alleviation, demonstrates the necessity of China ’ s changing poverty alleviation policies from development-oriented poverty alleviation to targeted poverty alleviation, and discusses the scientific and advanced nature of targeted poverty alleviation, which provides references for summarizing the general experience of China ’ s alleviating rural poverty and formulating poverty alleviation policies in other developing countries.
