通过对国家"双一流"建设大学和学科的省际分布进行分析,发现我国高水平大学的省际分布明显不均衡。造成优质高等教育资源分布不均衡的原因是复杂的、多方面的,包括国家政策因素、地区经济发展水平及地区对高等教育的重视程度、区位历史因素等。提升高等教育欠发达地区的高等教育发展水平应着眼于以下三个方面:一是因省施策,走差别化、特色化发展之路;二是加大财政支持和人才引进力度,助力高校发展水平跃升;三是采取分类评价策略,引入市场机制,激发高校发展活力。

According to the comparative analysis on the regional distribution of"world-class universities and first-class disciplines",the conclusiong can be drawn that there is a marked disproportion among provinces. The reasons for the imbalance distribution of high quality educational resources are manifold,which includes the national policy,the level of economic development,the educational consciousness,and the historical and location factors of the regional. In order to promote the quality of higher education in the less developed areas,some suggestiens are put forwand. First,adopt measures suiting local conditions and take the road of the characteristic and differentiation.Second,increase the financial support and encourage the talent introduction. Third,introduce the market mechanism and take the classification evaluation method for the universities and disciplines.
