Using Platform Data to Assist Quality Inspection on Law Enforcement: Exploration of the Data Application in Guizhou Inter-departmental Big Data Case-handling Platform

摘要 贵州政法机关信息整合共享项目专班围绕党委政法委员会的工作职责和工作特点,从平台运行数据的特征出发,探索应用AI(人工智能)技术,开发平台数据的深度应用。使用公检法各部门在办案流转过程中,留存于平台的节点过程数据、MXL数据和卷宗目录标识等信息,采用全流程、多维度、边缘和中心二级建模的架构进行智能分析。充分应用"刑事案件证据标准指引"形成的逻辑链和数据链,进行人工智能的建模。在节约人力资源成本、用数据计算办案的质量、用数据和规则进一步规范"罪刑法定"、及时发现冤假错案的线索等方面,可望取得预期的效果。 Focusing on the responsibilities and working characteristics of the Politics and Law Commission of the Communist Party,the Specialized Team of Information Integration and Sharing Project under Guizhou Political and Legal Organs attempts to explore the application of AI(Artificial Intelligence) technology and the in-depth application of platform data based on the characteristics of platform operation data. Using the information retained by the public security organs, procuratorial organs and people’s courts in case-handling process, including the node process data,MXL data and file directory identification, the team makes intelligent analyses under the framework of a full-process,multi-dimensional, edge and central modeling architecture. The team also applies logical chain and data link formed by the "guidelines for evidence standards of criminal cases" to the modeling of artificial intelligence. In this way, we can expect desired results in the aspects such as saving human resource costs, using data to calculate the quality of case handling, using data and rules to further standardize the "criminal punishment of crimes" and timely finding clues to false and wrong cases.
