五重螺旋创新生态系统协同创新机制研究 被引量:17

摘要 创新是引领发展的第一动力,创新驱动发展战略是我国实现转型发展、建成现代化强国的重大战略。创新生态系统是以生物学隐喻的方式研究形成的创新系统范式,被看作是创新3.0时代的核心要义。基于社会与自然协同发展的视角,借鉴五重螺旋理论构建的"政府、企业、科研、用户、自然"五重螺旋创新生态系统,通过各要素间的生态互动、创新联结及知识转化等方式,可形成遗传、变异、衍生和选择等协同创新机制,推动整个系统的协同升级。对此,需要发挥政府创新政策的指导作用,大力支持创新生态系统建设;发挥企业对技术创新的主导作用,全力推动创新生态系统优化升级;发挥科研组织的原始创新优势,助推创新生态系统演化升级。 Innovation is the first driving force for development.Innovation-driven development strategy is a major strategy for China to achieve transformation and development.The innovation ecosystem is an innovative system paradigm that is formed by biological metaphors and is regarded as the core of the innovation 3.0 era.Based on the perspective of the coordinated development of society and nature,the five-helix innovation ecosystem of"government,enterprise,scientific research,users and nature"constructed with the theory of fivehelix is used.Through the ecological interaction,innovation linkage and knowledge transformation among various elements,synergistic innovation mechanisms such as inheritance,variation,derivation and selection can be formed to promote the coordinated upgrade of the whole system.In this regard,it is necessary to give play to the guiding role of the government’s innovation policy,vigorously support the construction of innovative ecosystems;give play to the leading role of enterprises in technological innovation,fully promote the optimization and upgrading of the innovation ecosystem;give play to the original innovation advantages of scientific research organizations,and promote the evolution and upgrading of the innovation ecosystem.
