甘肃省2016年基本公共卫生服务质量综合评价研究

A comprehensive evaluation of basic public health quality in some counties of Gansu Province

目的了解2016年甘肃省国家基本公共卫生服务项目服务质量,为各级卫生计生行政部门进一步完善基本公共卫生管理政策、提高工作质量提供参考。方法运用加权TOPSIS法结合RSR法对8个样本县(市/区)基本公共卫生服务质量进行综合评价。结果加权TOPSIS法结果显示8个样本县(市/区) Cj最高为YM(0. 833 4)、最低为ZL(0. 263 0); RSR法显示YM、GT为"好"; ZL为"差",其余为"中",两种方法所得结果基本一致。结论建议缩小公共卫生经费及资源配置区域差异;提高少数民族地区基本公共卫生服务水平。

Objective To explore the service quality of national basic public health service project in 2016 in Gansu Province,and to provide reference for health and family planning administrative departments to further improve the basic public health management policies and to improve the quality of work.Methods The weighted TOPSIS method and RSR were used to evaluate comprehensively the quality of basic public health services in 8 sample counties(cities/districts).Results The results with the weighted TOPSIS showed that the highest Cj(cities/districts)was YM(0.833 4)and the lowest was ZL(0.263 0)in 8 sample counties.The results with RSR showed that YM and GT were"good",ZL was"bad",and the rest was"medium".The results obtained by the two methods were basically the same.Conclusions It is suggested that the regional differences in public health funding and resource allocation be narrowed and the basic public health service in ethnic minority areas be improved.
