基于DEA模型的海南省基层卫生资源配置效率研究

Allocation efficiency of primary health resources in Hainan Province based on DEA Model

目的通过分析2017年海南省基层卫生资源利用状况,为改善基层服务利用效率,进一步提高基层医疗卫生资源的配置效率提供参考。方法收集2017年海南省基层卫生资源相关数据并通过聚类分析法确定最终投入、产出指标,利用数据包络法(DEA)对基层卫生资源配置效率进行综合评价。结果5个市县基层卫生资源配置有效,4个市县未能同时达到技术和规模有效,9个市县为无效,均存在不同程度的投入冗余及产出不足的问题。结论海南省大部分市县基层卫生资源配置不能同时达到技术和规模有效,卫生资源配置综合效率相对较低。建议在加强基层卫生服务机构硬件设施建设的同时,注重内涵式发展,以基层医疗卫生服务专业化医疗技术水平的提升促进基层卫生资源利用效率整体提升。

Objective To analyze the utilization of primary health resources in Hainan Province in 2017 so as to provide reference for improving the utilization efficiency of primary health care resources and improving the allocation efficiency of primary medical and health resources.Methods The relevant data of primary health resources in Hainan Province in 2017 were collected and the final input and output indexes were determined by cluster analysis.The efficiency of allocation of primary health resources was evaluated by data envelopment method(DEA).Results The allocation of primary health resources was effective in 5 cities and counties,4 cities and counties failed to achieve both technical and scale efficiency,and 9 cities and counties were ineffective in resource allocation.All of the cities and counties had various degrees of input redundancy and insufficient output.Conclusions The allocation of primary health resources in most cities and counties of Hainan Province can not achieve both technical and scale efficiency,and thus the comprehensive efficiency of allocation of health resources is relatively low.It is suggested that while strengthening the construction of hardware facilities in primary health service institutions,attention should be paid to the development of connotations,so as to promote the overall utilization efficiency of primary health resources by enhancing the professional medical technology level of primary medical and health services.
