京沪政府关注妇女保健问题范围比较

Comparison of the government concern scope on maternal health care between Beijing and Shanghai

目的比较京沪两地政府对妇女保健问题关注范围的异同,分析其与孕产妇死亡率的相关性,检验指标的可行性。方法收集京沪两地妇女保健相关方面的政策文件、法律规制等,根据文件中是否针对妇女保健问题设置目标计算关注范围。运用相关、回归方法分析关注范围与孕产妇死亡率之间的关系。结果截止到2017年,北京市关注范围为80%,上海市关注范围为90%;京沪两地政府妇女保健问题关注范围与当地孕产妇死亡率之间均呈负相关(r_(上海)=-0. 802,r_(北京)=-0. 837)。结论适宜的妇女保健体系应广泛体现公众健康需要,适时扩大服务覆盖范围;京沪两地关注妇女保健问题范围均明显扩大,且该指标对孕产妇死亡率有显著影响,验证了关注问题范围这一指标量化具有可行性。

Objective To compare the similarities and differences of government concern on maternal health between Beijing and Shanghai,to analyze the correlation between the concern scope and maternal mortality rate(MMR),and to test the reliability and feasibility of the indicators.Methods The research materials of policies and laws on the government concern of maternal health care of Beijing and Shanghai were collected.Whether the governments were concerned with the maternal health care issues depended on whether they set goals in policy documents.Spearman correlation and linear regression were used to analyze the relationship between the concern scope and MMR.Results By 2017,the concern scope of Beijing municipal government was 80%,and the concern scope of Shanghai municipal government was 90%.There was a negative correlation between the concern scope of maternal health and the local MMR both in Beijing and Shanghai(rShanghai=-0.802,rBeijing=-0.837).Conclusions Appropriate maternal health system should fully reflect public health needs and expand service coverage in due time.The government’s concern scope for maternal health has been significantly expanded both in Shanghai and Beijing,which has a significant impact on MMR.This indicator can be applied to assess the health outcomes of maternal health system.
