基于史密斯政策执行模型的广西贫困地区脱贫政策执行研究——以凭祥市为例

Policy-Implementation-Process-Based Study on the Implementation of Anti-poverty Policy in Poverty-stricken Areas in Guangxi--A Case Study of Pingxiang City

凭祥市作为广西自治区级重点贫困县市,贫困程度较深、扶贫难度较大、扶贫任务艰巨,对脱贫政策执行进行系统分析,对凭祥市实现早日脱贫具有重要作用,文章基于史密斯政策执行过程模型的视角,从影响政策执行成功与否的理想化政策、执行机构及执行人员、目标群体、执行环境的四大因素出发,分析凭祥市脱贫政策执行过程中存在的问题,通过优化政策执行过程,选择脱贫政策执行路径以此保证脱贫政策执行顺利开展,同时为其他尚未脱贫地区提供经验借鉴,并在此基础上,展望该市脱贫后的乡村振兴发展道路.

Pingxiang City, a key poverty - stricken city at the level of Guangxi Autonomous Region, is far below the national poverty level, with arduous tasks to do, and has greater difficulty in alleviating poverty. So, a systematic analysis of the implementation of Poverty Alleviation Policies plays an important role in the early realization of poverty reduction in Pingxiang City. This study, based on the Smith's Policy Implementation Process Model, analyzes the problems arising during the Anti - poverty Policy implementation in Pingxiang from four factors: idealized policy, executing agencies or personnel, target groups and executing environment. Subsequently, ways are suggested to ensure the smooth implementation of Anti - poverty Policy. Also, the ways will serve as good examples for other areas that have not yet been out of poverty. On this basis, we look forward to the road to rural revitalization and development after this city shakes off poverty.
