摘要
教育扶贫是新时代精准扶贫的重要战略,文章选取乌鲁木齐和新疆南疆典型地区的高中教育事业为范本,用定量和比较的分析方法,构建分析框架和指标体系,从教育机会、教育条件、教育质量三个方面来探讨教育事业推进精准扶贫的机制,分析了新疆整体和南疆三地州高中教育事业现状、问题与原因,通过研究发现目前南疆三地州的高中教育精准扶贫存在师资队伍建设弱、教育资源投入渠道少、教育机会缺乏等方面的问题,而根本破解之道在于建立科学的权责划分机制、特色教育教学发展机制、多渠道资金投入机制、人才引进与后勤保障机制.
Alleviating Poverty through Education is an iniportant strategy in the new era of Targeted Approach to Alleviating Poverty. Taking high school education in Urumqi and typical areas in southern Xinjiang as objects, the study uses quantitative and comparative analysis methods to build an analytical framework and an indicator system, and discusses how to push poverty reduction through education from education opportunities, conditions and quality. On the basis, the study also makes an analysis of the problems in high school education in Xinjiang and Sandizhou , such as: being weak at constructing teaching team, being short of channels for investment in education resources and lacking education opportunities. To solve these problems, four new mechanisms must be set up: division mechanism of authorities and responsibilities,development mechanism for special education and teaching, multi - channel funding investment mechanism and brain gain and reliable logistics mechanism.
