《快递服务》系列标准实施效益评价研究

Evaluation Studies on the Implementation Benefit of Series of Standards Express Delivery Service

为评价《快递服务》系列国家标准(GB/T 27917.1～3-2011)的实施效益,本文拟从经济效益和社会效益两个评价维度出发,构建符合该标准实际应用的评价指标体系,以问卷形式对快递企业和消费者进行抽样调查,问卷内容涉及执行标准的快递企业效益情况和消费者满意度。针对抽样调查采集的数据,采用模糊综合评价法进行分析,得到经济效益和社会效益各项指标的综合评价值、标准实施对经济效益及社会效益的影响值,并最终得出标准实施效益的综合评价值。从结合分析结果和宏观调研数据来看,该项标准的实施对经济效益和社会效益整体起到了促进作用,该项标准产生的经济效益略高于其社会效益,总体来说,该项标准的实施效益较为理想。

In order to evaluate the implementation benefit of series of national standards, GB/T 27917.1-3-2011, Express delivery service, this paper intends to set up an evaluation index system in accordance with the actual application of the standards from the two evaluation dimensions of economic and social benefits. A sample survey of express delivery enterprises and consumers is carried out in the form of questionnaires. The contents of the questionnaires are related to benefits of express delivery enterprises according to the standards and consumer satisfaction. By the fuzzy comprehensive evaluation method used to analyze the data collected from sampling investigation, the comprehensive evaluation values of economic and social benefits are obtained, and the impact values of standard implementation on economic and social benefits are obtained. Finally, the comprehensive evaluation value of standard implementation benefit is obtained. According to the analysis results and macroscopic survey data, the implementation of the standards has promoted the economic and social benefits as a whole, and the economic benefits generated by the standards are slightly higher than those of their social benefits. The effect of the standards is relatively ideal.
