国际国外空间电磁频谱管理法规与标准研究

Research on International and Foreign Laws and Standards for Space Electromagnetic Spectrum Management

空间电磁频谱作为具有重要战略价值的有限资源,其规范有效管理对于国家经济建设、国防安全及社会发展具有重要意义。本文针对国际主要标准化组织和国外主要国家的空间电磁频谱管理法规和标准建设、研究和规划情况进行调研,分析其主要特点和做法,总结提出对我国空间电磁频谱管理法规与标准建设的启示。

As limited resource with important strategic value, normal and effective management of space electromagnetic spectrum is of great significance for the development of national economy, defense and society. This paper researches on the drafting, research and planning situation of space electromagnetic spectrum management laws and standards in main international standardization organizations and foreign countries, analyzes their characteristics and operations, and presents some suggestions for space electromagnetic spectrum management standardization in China.
