中美贸易摩擦中的高技术产业:压力及应对

High-tech Industry in Sino-US Trade Friction: Pressure and Measure

在这次中美贸易摩擦中,美方对我国高技术产业“精准打击”意图明显,与此同时,我方也暴露出“短板效应”。究其原因,美国遏制中国发展的霸权主义思维是外因;我国自身存在的发明专利占比偏低、科研投入力度薄弱、科研管理制度环节冗繁等体制机制问题是内因。因此,我国不仅要正确认识中美贸易摩擦,提振发展信心,而且要在加快构建高标准市场经济,促进高技术企业提高创新能力和国际竞争力等方面下苦功夫、啃硬骨头,努力将外部压力转化为推动高质量发展的强大内生动力,努力寻求核心技术的突破口,加快“中国制造”向“中国创造”飞跃。

In this Sino-US trade,the U.S.shows a clear intention on precise attackn on China's high-tech industry,while China expose a“buckets effect”in this area.The reasons behind lie in both extrinsic and intrinsic factors.The American hegemonism to curb China's development is the external cause,while the internal cause lies in Chinese imperfect system in R&D management,weak investment in scientific research and low proportion of invention patents.Thus,China should not only understand clearly the trade friction between China and America and restore her confidence in economic development,but also will try her utmost best to speed up the construction of market system with high standard and to promote high-tech enterprises to improve innovative capacity and international competitiveness.Only in this way,can China turn extrinsic pressure into strong intrinsic impetus to promote the economic development with high quality,find out a breakthrough in core technologies and change her image from“Made-in-China”to“Created-by-China”.
