美墨加新贸易协定对中国出口贸易的影响及对策

United States-Mexico-Canada Agreement on China’s Export Trade and Policy Responses

当前WTO改革步履维艰,中美贸易摩擦不断升级,新版美墨加贸易协定引发关注。本文在分析美墨加新贸易协定主要变动内容的基础上,评估该协定对中国出口贸易的影响。分析认为,尽管短期内美墨加新贸易协定的影响有限,中国作为美国最大进口市场的地位不会产生动摇,但需要充分重视美国主导的更高标准自由贸易协定的潜在风险。为此,中国需要积极参与WTO改革方案设计,广泛开展自由贸易协定谈判,促进出口产品高质量发展,培育中国汽车及零部件产品的出口竞争力。

The sluggish reform of the WTO and the escalating U.S.-China trade friction has directed wide attention toward the new version of agreement of United States,Mexico and Canada.This paper analyses the main contents of United States-Mexico-Canada Agreement differing from NAFTA,and further evaluates the effect of the new agreement on China's export.We find that the new agreement has limited impacts on China's export.However,the potential risk associated with the higher standard free trade agreement led by the United States is still a big concern.In response to that,China needs to actively participate in the design of WTO reform program,extensively negotiate with other countries on free trade agreements,promote high quality development of export products,and cultivate the export competitiveness of Chinese automobile and parts products.
