The Research and Enlightenment of Water Resources Management System in Canada

加拿大作为一个拥有丰富水资源的联邦制国家,在水资源管理方面有着先进的经验。本文概述了加拿大水资源概况及其水资源管理理念从无限制开发到可持续发展的转变,重点描述了加拿大水资源管理的联邦—省—市的三级行政管理组织体系及相关法律体系特点,以期对我国的水资源管理提供借鉴。

As a federal country with abundant water resources,Canada has advanced experience in water resources management. This paper presents an overview of Canada’s rich water resources,the transition in the concept of water resources management from unrestricted development to sustainable development,and highlights the federal-provincialmunicipal three-level administrative framework and related legal systems for water resources management in Canada. It also pays attention to Canada's division of labor in water boundary treatment,watershed management and drinking water management to summarize the characteristics of water resources management in Canada,combining the condition of China's national water resources to inspire China's water resources management.
