摘要
以国内外已有研究为基础,总结了24个PPP项目的关键因素,在S省向政府机构、社会资本分别投放问卷,从政府和社会资本的不同视角对获取的数据进行分析。研究表明:政府和社会资本在项目的盈利性、招标过程的透明度、完善的法律法规、有效地降低政府开销、更短的生命周期、相关项目的管理和运营经验这六个变量上存在理念差异,体现了我国PPP模式在前期论证、契约管理和法律法规等方面存在的不足,并根据这一现状给出了针对性的政策建议。
This paper summarizes 24 success factors of PPP projects based on existing research,sends questionnaire to government and social capital in S province,and analyzes the perceptive differences between them.Result shows that there are differences in six variables between the government and the social capital in terms of the profitability,transparency in the procurement process,favorable legal framework,effectively ease the debt pressure of government,shorter life cycle and the operation and management experience of related projects,which reflects the shortcomings of Chinese PPPs in the preamble stage and the operation stage.Thus,some proposals are put forward based on the situation.
