变电站工程安全管理问题及解决措施

Safety management problems and solutions of substation engineering

安全是电力建设的生命线。我国已经建立了相对成熟的输变电工程施工安全管理制度体系,但工程现场安全管理依然不容乐观。以南京1 000 kV变电站施工为背景,讨论了变电站安全管理的现存问题,提出"明责、知责、履责"的工作要求,在提升安全"红线意识"、强化安全保障措施等方面综合施策,从认识上、措施上解决了施工现场常见的安全管理问题,有助于提升现场安全管理水平。

Safety is the lifeline of power construction.Although China has established a relatively mature construction safety management system for power transmission and transformation projects,site safety management is still not optimistic.Taking the construction of Nanjing 1 000 kV substation as the research object,the existing problems of substation safety management is studied,work requirements of "knowing responsibility,clarifying responsibility and fulfilling responsibility"are put forward,comprehensive measures are taken in such aspects as enhancing the"red line consciousness"of safety and strengthening the safety safeguard,etc.The common safety management problems in construction site are solved in cognition and measures,which is helpful to improve the safety management level in construction site.
