针对目前加油站防渗改造工程的不同作业环节提出了相应的作业风险控制措施:①在入场环节要认真核查入场人员资质,培训考核,应急演练,安全交底;②在主承包方与清罐方的配合环节中要密切合作,做好防范油气挥发、动火用电管理,创造良好的施工环境;③在清罐作业环节要做好进入受限空间的可燃气体检测、通风、违禁物品检查和车载压缩机车辆的安全使用;④在旧油罐的开挖、吊运环节要在旧鑽注入氮气,做好吊装运输等工作的衔接;⑤在基坑制作环节,要针对四周土质,结构做好放坡、支护、排水、焊接、罐体吊装及保护等;⑥在新油罐和新管线的安装环节要做好易燃易爆气体的检测,用电、用火防护、配电联接、漏电保护等工作。需要强调的是:承包商的自我管理,建设方的多层监管巡视,各负其责做好人的工作。切记一切事故都是可以预防的,一切事故都可追溯到管理原因。
