湖北省湖泊管理制度机制建设对策

Countermeasures for the construction of lake institutional mechanisms management system in Hubei Province

通过对湖北省湖泊保护制度机制建设现状的分析,围绕制度机制建设中存在的国家法律法规支撑缺位、管理体制不协调、保护机制不健全、治理体系不统筹等问题,提出了制定国家湖泊管理法律法规、优化管理体制、构建良性管理运行机制、推进公众参与多元治理体系等对策建议,对于健全湖北省湖泊管理法规制度体系、推动湖泊管理保护工作具有重要的意义。

This paper analyzes the problems in the construction of lake protection systems in Hubei Province such as the lack of support of national laws and regulations, the uncoordinated management system, the unsound protection mechanism, and the uncoordinated management system. In view of these existing problems, some countermeasures and suggestions are put forward, such as formulating national laws and regulations on lake management, optimizing management system, constructing benignity operational mechanism and promoting public participation system. It is of great significance to perfect the regulations and mechanism of lake management and promote lake management and protection in Hubei Province.
