维和行动社区警务探析

Research on the community policing of UN peacekeeping operations

联合国维和行动是联合国的一大创举,已经发展成为维护国际和平与稳定的重要手段。联合国警务行动的主要职责是维护任务区社会治安,监督和指导当地警察执法、培训,协助东道国选举等。社区警务行动是维和警务行动中的重要组成部分,在警务情报收集、维护社区治安稳定、预防和制止犯罪等方面发挥重要作用。但是,目前维和行动社区警务活动还处于初创阶段,各种条件不够成熟,面临许多挑战和困难,需要维和警察克服困难,排除阻碍社区警务发展的各种障碍,因地制宜积极探索不同任务区社区警务的发展模式。

UN peacekeeping operations are a major initiative of the United Nations and have developed into an important means of maintaining international peace and stability. The main duties of the United Nations police operations are to maintain social security in the mission area, to supervise and guide local police enforcement, training, and assist host country elections. Community policing is an important part of peacekeeping policing operations and plays an important role in collecting police intelligence, maintaining community security, preventing and stopping crime. However, the current police activities in the community of peacekeeping operations are still in the initial stage. The conditions are not mature enough. They face many challenges and difficulties. They need peacekeepers to overcome difficulties, remove obstacles that hinder the development of community policing, and actively explore communities in different mission areas according to local conditions. The development model of policing is to make unremitting efforts to achieve security and stability in the mission area and the satisfaction of the community residents.
