Technology innovation voucher is a new-rising method to allocate technology resources. In China, like Jiangsu, Shanghai and Guangdong, these areas have achieved remarkable results, meanwhile, they also existed a gap difference. This paper summarizes and compares the practical situation of these areas in order to gain some experience and enlightenment for perfecting the future direction about technology innovation voucher policy and benefiting to promote the healthy, high -speed development of technology innovation voucher in China.
