Between Knowledge and Policy: The Uncertainty of Experts' Influence Power on Policy

专家是现代政策过程中一类常见的政策行动者,专家的政策影响力是政策研究领域的一个重要议题。可以从事实-价值、委托-代理、线性-迂回和过程-阶段四个不同的视角考察这一现象;结果表明,在每一种视角下,专家的政策影响力都充满不确定性。这一结论对于公共决策的民主化和科学化究竟意味着什么则需要进一步的深入研究。

Experts are common policy actors in modern policy process, whose influence power on policy is an important issue in the policy research area. We can explore experts’ influence power on policy from the four perspectives: Fact-value perspective, commission-agent perspective, linear-circuitous perspective and process-stage perspective. The result is that experts’ influence power on policy is full of uncertainty in every perspective. What it means to the public policy’s democratization and scientization needs further research.
