体育产业引导资金管理对策研究

The Strategy of Guiding Funds Management in Sports Industry

基于体育产业引导资金的实施过程,采用扎根质性研究方法提炼并归纳出5个主范畴和20个范畴,以理论逻辑识别构建体育产业引导资金优化管理的理论模型。体育产业引导资金管理模式对资金引导结构、项目管理过程、监督评价等范畴具有重要影响。体育产业引导资金应选择与区域发展相适应的管理模式,鼓励推进委托"第三方"管理促进行政体制改革、倒逼政府完善法律体系、创新发展理念等。以国家发展战略、体育产业发展规划为基准,设立引导资金资助方向、资助力度与资助类型,通过协调机制与保障机制,规范体育产业引导资金管理过程,提升体育产业引导资金效益。

The sports industry guiding funds play an important role in the transformation and upgrading of the sports industry. Based on specific process of guiding funds in sports industry and through theoretical sampling,this paper uses grounded theory to summarize five main categories and twenty subcategories. Meanwhile,it builds a theoretical model of funding guidance in sports industry by identifying theoretical logic,which has significant influence on the structure of funding guidance,project management process,supervision and evaluation. This paper indicates that the funding guidance of sports industry should choose a management model which is compatible with regional development and can encourage delegating administration to promote the reform of the administrative system,forcing the government to improve the legal system and innovating the development concept. Based on the national development strategy and the development plan of the sports industry,the direction of funding guidance,as well as the type and level of funding,will be established. Through the coordination and guarantee mechanism,the sports industry will normalize the fund management process and improve the efficiency and performance of funding guidance.
