基于典型案例分析的农村“一把手”腐败的现实表现、成因与防治对策

农村"一把手"腐败是亟待解决的重大现实问题,从大数据的典型案例看,以权谋钱、以钱谋权和作风腐化是其现实表现。农村"一把手"权力过于集中且权责利不对等,综合素质整体偏低,其腐败行为所需要付出的代价小以及对其监督的弱化、虚化、淡化,是其腐败生成的根源。必须适当分解农村"一把手"的权力且建构权责利的对等关系,建立健全权力制约监督制度,多管齐下提升其综合素质以及加大腐败惩处力度来加以防治。

Rural "top leaders" corruption is a major practical problem to be solved urgently, from the typical cases of big data, power for money, money for power and deterioration of style is its realistic manifestation. For rural top leaders, overconcentration of power, the unequal relationship of the responsibilities power and interests, their overall low comprehensive quality, the small cost of corruption, shortening, unreality and weakening for their supervision are original resources of their corruption. We must properly decompose the power of the rural "top leaders" and construct the reciprocal relationship between power, responsibility and interests, establish and improve the power restriction and supervision system of the rural "top leaders", improve the comprehensive quality of the rural "top leaders" in a multi-pronged manner, and increase the punishment of the corruption to control.
