Inter-provincial Intergovernmental Cooperation of Beibu Gulf Urban Agglomeration: Basis, Difficulties and Path Selection

随着经济全球化、区域一体化的推进,北部湾城市群如何在分权化的城市政府之间构建新型的协作关系,形成高效的协调与合作机制是目前北部湾城市群发展面临的主要挑战。北部湾城市群跨省府际协作应从建立多向互动的信息共享与协商制度、制定有效的利益协调与监督约束制度、构建多元参与的网络嵌入型治理机制、实施跨区域的横向协调与纵向嵌入式治理机制等方面入手,推动北部湾城市政府的协同发展,提升区域整体竞争力。

In the process of economic globalization and regional integration, how to build a new type of cooperation relationship between decentralized urban governments and how to form an efficient coordination and cooperation mechanism is the main challenges for the development of Beibu Gulf Urban Agglomeration. Based on the theory of institutional collective action framework and the opportunity of national approval for the development planning of Beibu Gulf Urban Agglomeration,this paper analyses and demonstrates the micro-motivation(collaboration basis) and external constraints(collaboration dilemma) existing in the process of inter-provincial and inter-provincial collaboration of Beibu Gulf Urban Agglomeration, arguing that the inter-provincial and inter-provincial collaboration of Beibu Gulf Urban Agglomeration should be based on the aspects of "establishing multi-directional interactive information sharing and consultation system","formulating effective benefit coordination and supervision and restraint system","constructing multi-participation network embedded governance mechanism",and "implementing cross-regional horizontal coordination and vertical embedded governance mechanism", so as to promote the coordinated development of Beibu Gulf city government and enhance the overall competitiveness of the region.
