共青团扶持引导辽宁青年社会组织健康有序发展研究

Research of Orderly Development of Liaoning Youth Social Organizations under the Guidance and Support of Communist Youth League

辽宁青年社会组织的发展面临着一些共性的问题,主要体现为面临存续风险、缺乏"合法性"身份、资金匮乏、人才短缺、与政府沟通不畅、组织自身建设与管理机制不健全。辽宁团省委创办的公益空间在一定程度上起到了助力青年社会组织成长的作用,但也暴露出了内生型社会组织发展面临的自身问题。针对团组织而言,扶持引导青年社会组织健康有序发展需要实现扶持理念和方式的转换:一是由"筑巢引凤"到"集凤筑巢";二是由"指导性"参与到"平等式"参与;三是由"重点扶持"到"分类支持";四是由"单兵作战"到"相互协同"。

Development of Liaoning Social Organizations are facing some common problems, which shows that they are confronting the risk concerning its existence and development, lacking“legitimate”status, lack of financial support, shortage of qualified personnel, insufficient communication with government, and mechanism of selfmanagement needs to be improved. Public space founded by Liaoning Provincial Committee exerts its function on promoting the growth of Youth Social Organizations in some extent, in the meantime it exposes some problem which belongs to Innate- type social organizations during the process of their development. It is necessary to change its ideology and the way of supporting and guiding healthy and orderly development of Youth Social Organization for Communist Youth League organizations: firstly, from“build nests to attract phoenixes”to“collect phoenixes to build nests”;secondly, from“guided type”participation to“equal”participation;thirdly, from“key support”to“categorized support”;fourthly, from“individualwork”to“cooperative coordination”.
