数化万物,智在融合。新时代数字经济环境下,贫困问题而言,精准识别是前提,精准帮扶是关键,精准管理是保证。中国仍有许多贫困人口有待脱贫。文章对国内外精准脱贫模式识别及扶贫机制研究现状进行了述评,创新性地提出了精准脱贫识别及扶贫机制并进行了科学探讨,构建了党政、市场、资源、社会、社区、农户、个人、信息数据等"八要素"构成的扶贫机制,提出了要从精准识别、多维扶持、精细管理、量化考核、利益联结、社会动员、多元激励入手,监督、退出、再识别、再退出,周而复始,东西南北结合,形成一种国家大扶贫精准治理格局,不断缩减贫困数量的新时代精准脱贫识别及滴灌式、靶向式精准扶贫机制。

Intelligence is merging with all things. In the digital economy environment of the new era, accurate identification is the premise, precise assistance is the key and precise management is the guarantee for poverty. There are still many poor people in China who need to be lifted out of poverty. This paper reviews the current situation of the research on the pattern recognition and poverty alleviation mechanism of precise poverty alleviation at home and abroad, innovatively puts forward the mechanism of precise poverty alleviation identification and poverty alleviation, and carries out scientific discussion. It constructs a poverty alleviation mechanism consisting of eight elements, such as party and government, market, resources, society, community , farmers, individuals and information data, and puts forward that it should be precise identification, multi - dimensional support and fine management. Rationalization, quantitative assessment, interest linkage, social mobilization, multiple incentives , supervision, exit, re - identification, re - exit, cycle after cycle, east - west - north - south combination, forming a national poverty alleviation precise governance pattern, continuously reducing the number of poverty in the new era of precise poverty eradication identification and drip irrigation, targeted precise poverty alleviation mechanism.
