湖南省相对集中行政许可权改革实证研究

Empirical Study on the Reform of Relatively Centralized Administrative Permission in Hunan Province

相对集中行政许可权改革是推进政府职能转变的一个重要突破口。湖南省抓住相对集中行政许可权改革的契机,探索成立了芙蓉区行政审批局和湘潭经济技术开发区行政审批局两个试点,积累了丰富的改革经验。但改革中也遇到了一些障碍,如改革的法律依据不充分、行政审批局与上级主管部门存在对接障碍、行政许可权与行政处罚权存在衔接障碍、信息公开不全面、信息资源不能共融共通等。从长远来看,有必要制定、修改、完善相关法律制度,建立健全协调运行机制,加强政府信息公开建设,加快推进"互联网+政务服务"建设,以推动改革向纵深发展。

The relatively centralized administrative licensing reform is an important breakthrough to promote the transformation of government functions. Hunan Province seized the opportunity of the relatively centralized administrative licensing reform, and explored the establishment of the Furong District Administrative Examination and Approval Bureau and the Xiangtan Economic Development Zone Administrative Examination and Approval Bureau, and accumulated rich experience in reform. However, some obstacles have also been encountered in the reform process, including inadequate legal basis for reform, obstacles to the docking of the administrative examination and approval bureau and the higher authorities, barriers to the connection between administrative and administrative penalties, inadequate information disclosure and information island dilemmas. In the long run, it is necessary to formulate, revise and improve relevant legal systems, establish and improve a coordinated operation mechanism, strengthen the construction of government information disclosure, accelerate the construction of “Internet + government services”to promote the development of reforms in depth.
