摘要
高铁开通降低知识空间阻隔,有利于知识溢出,进而对创新活动产生重要影响。文章将时间距离纳入分析框架,研究高铁对区域创新的影响。研究表明:无论是地理距离还是时间距离,均对创新的空间溢出效应产生重要影响;高铁开通后,R&D人员投入对创新有显著促进作用,消费需求的空间溢出效应显著;分地区来看,高铁开通后东部地区收益最大,进一步增强了人才和消费需求对创新的贡献;对中部地区而言,创新能力的提升更多依赖本地区R&D资本和消费需求,高铁产生了负向溢出效应;西部地区创新受高铁的影响较小,更多依靠R&D人员投入与政府财政在科学技术方面的支出。研究对不同地区充分利用高铁优势,提升区域创新能力具有重要意义。
The opening of high-speed railway (HSR) reduces the barrier of knowledge space,which is conducive to knowledge spillover and has an important impact on innovation activities. Including time distance in the analysis framework,this paper studies the impact of HSR on regional innovation. The results show that there is a significant spatial autocorrelation of innovation,and both geographic distance and time distance have important effects on spatial spillover effects of the regional innovation. With the opening of the HSR,R&D personnel input has a significant positive effect on innovation and the spillover effect of consumption demand is significant,too. From the result of regional estimation,the eastern region benefits most from HSR which further enhances the contribution of innovative talents and the consumption demand to regional innovation;in the central region,the improvement of innovation ability relies more on the local R&D capital and consumption demand. Enhancing the accessibility has a negative spillover effect;the western region is less affected by HSR and the regional innovation capacity is enhanced more relying on R&D personnel input and government expenditure in science and technology. These results are of great significance to make the full utilization of the advantages of HSR in different regions and enhance regional innovation capability.
