Exploration and Improvement of Supervision Mechanism for Districts and Counties' NPC Deputies' Job Performance in the New Era: A Case Study of Integral Public Notification System for Jiangbei Districts' NPC Deputies' Job Performance

构建区县人大代表履职监督机制是新时代背景所需、法律政策所定及理论原理所期待。以重庆市江北区代表履职积分公示制为例,科学设置项目和分值、规范积分操作流程及充分运用积分结果可增强其理论价值和实践价值。但该制度存在与智能政务建设融合度不深、积分公示范围不广泛、公布内容不详细及监督刚性不凸显等不足,应从深度融入智能化科技、建立健全配套措施、优化现有运作方式三个方面加以完善。

Establishment of supervision mechanism for districts and counties’ NPC deputies’ job performance in the new era conforms with the need of the new era, law specification and expectation of theoretical principles. Based on a case study of integral public notification system for Jiangbei Districts’ NPC deputies’ job performance, scientific setting of projects and score, standardization of integral operation procedure and full use of integral results can enhance its theoretical and practical values. However, the system witnesses lack of deep interation with intelligent government administration construction, limited range of integral publicity, lack of detailed released contents and prominent supervision rigidty. Therefore, the system need to be improved through in-depth integration with intelligent technology, establishment of sound supporting measures and optimization of existing operation models.
