狩猎用枪管理存在的问题、成因及对策——以浙江省为例

On the Problems in Management of Guns for Hunting along with the Causes and the Countermeasures: A Case Study of Zhejiang Province

狩猎用枪管理存在立法工作滞后、管理机制不完善、非法使用狩猎用枪问题严重、公安机关对狩猎用枪监管不到位等问题。主要是狩猎队员文化素质不高和法律意识淡薄、狩猎目的趋利化严重、乡镇政府对狩猎用枪保管不重视等所致。应加强对狩猎队员的培训和管理,严格狩猎用枪管理,加强对监管民警教育培训和考核,开展宣传教育,形成全社会齐抓共管的良好氛围。

Management of guns for hunting witnesses hysteresis in legislation, defective mechanism management,serious illegal use of guns for hunting and public security organs’ out-of-place management of guns for hunting, which are majorly attributed to the hunters’ low cultural quuality, weak legal consciousness, serious benefit-oriented hunting purpose and the local township governments’ indifference of custody of guns for hunting. Accordingly, efforts should be made to strengthen training and management of the hunters, strictly control guns for hunting, enhance education training and evaluation of regulatory policemen, carry out publicity and education so as to develop the good atmosphere for the whole society’s joint management of guns for hunting.
