跨境农产品质量安全影响因素实证分析——以我国云南和越南跨境农产品为例

Empirical analysis on influencing factors of quality safety for cross-border agricultural products——A case study on cross-border agricultural products in Yunnan,China and Vietnam

【目的】分析我国云南和越南跨境农产品质量安全影响因素,为提高跨境农产品质量安全提供理论依据。【方法】对从事我国云南和越南跨境农产品贸易的相关工作人员进行问卷调查,并查阅相关文献,通过统计软件进行信度和效度分析,提出农产品质量安全的5个假设,采用AMOS构建结构方程模型,并构建涵盖农产品生产安全、流通安全、加工安全、市场环境和边境环境等5个变量的农产品质量安全测量指标体系。【结果】跨境农产品受到农产品的生产、加工、流通及市场和边境环境的影响,但其影响程度各不相同,其中,农产品流通、生产及边境环境对跨境农产品的影响最大,而市场环境和农产品加工对滇越跨境农产品的影响较小。【建议】从生产源头提高农产品品质,发展高原特色农业;积极应对市场环境变化,关注农产品技术指标变化;简化通关流程,提高流通效率;完善农产品质量认证体系;建立农产品溯源体系。

[Objective]The influencing factors of the quality safety of cross-border agricultural products in Yunnan,China and Vietnam were analyzed to provide theoretical basis for increasing the quality safety of cross-border agricultural products.[Method]Questionnaire survey was conducted on the staff engaged in the cross-border agricultural products trade in Yunnan,China and Vietnam.Reliability and validity analysis were conducted through statistical software,and rele-vant literature was reviewed.Five hypotheses of agricultural product quality safety were proposed.Structural equation model was established by AMOS.The quality and safety measurement index system for agricultural products covering pro-duction safety,circulation safety,processing safety,market environment and border environment was established.[Result]Cross-border agricultural products were affected by the production,processing,circulation,market and border environment of agricultural products,but the degree of impact varied.Among them,the circulation,production and border environment of agricultural products had the largest impact on cross-border agricultural products,while the market environment and agricultural products processing had small impact on the cross-border agricultural products of Yunnan,China and Vietnam.[Suggestion]The following suggestion are proposed:improving the quality of agricultural products from the source of production and developing characteristic agriculture of plateau;actively responding to changes in the market environment,paying attention to changes in technical indicators of agricultural products;simplifying customs clearance pro-cess and improve circulation efficiency;improving the quality certification system of agricultural products;establishing a traceability system for agricultural products.
