当前我国托底社会政策的缘起、内涵与建构方略

“托底”社会政策是党的十八大以来,以习近平同志为核心的党中央面对我国经济社会发展的新形势提出的新的政策理念。“托底”社会政策要保障广大民众特别是弱势群体的基本福利需求,实施积极托底,为民众构建覆盖全面、综合协调、保障水平合理、各项保障制度相互衔接的社会政策保障网,提高民众防御社会风险的能力。在具体建设方面,应按照全覆盖、保基本、多层次与可持续的要求与策略建构“托底”社会政策。

Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has repeatedly expounded the "underpinning" thought of social policy, which has rich connotations and important guiding significance for the current and future construction of China's social policy. The article focuses on the content of the important speech of General Secretary Xi Jinping's "underpinning" thought of social policy and related policy ideas, and focuses on the connotation and requirements of Xi Jinping's "underpinning" thought of social policy. On this basis, the article believes that the construction of the "underpinning" social policy should be based on General Secretary Xi Jinping's 16-character policy on people's livelihood, and on full coverage, basic protection, multi-level and sustainable requirements.
