全面从严治党视域下海关贯彻“动中抓建、动中抓廉”理念的若干思考——以海关外勤执法为例

Thoughts on How to Carry out the Party Building and Improve Integrity in the Dynamic Development of Customs from the Perspective of Strict Governance of the Party—— Based on the Customs Enforcement on the Field

在全面深化改革的新形势下,海关总署贯彻落实中央决策部署,深化"两中心"建设,协调推进海关功能化建设和综合保障一体化改革,加快实现全领域通关一体化,海关系统在不断改革的"动"态中发展完善。2018年,在深化机构改革全面铺开,关检职能整合之后,海关担负的使命任务更加繁重和多样,"动"态已成为海关工作的常态。如何在"动"态中落实好党建工作、加强完善廉政建设,是当前亟待探索的重大命题。本文以海关外勤执法为例,对"动中抓建、动中抓廉"理念的研究前提、分析及阐释以及贯彻理念的情况作进一步分析,并提出全面从严治党视域下海关贯彻"动中抓建、动中抓廉"理念的意见上建议。

In the situation of comprehensively deepening reform,the General Administration of Customs(GAC)implements the decisions of the central government,presses ahead the construction of"two centers",coordinates and promotes the reform of customs functionalization and integrated logistics,and accelerates the realization of national integrated clearance.The customs system is developing and perfecting in the"dynamic"progress of reform.Customs is facing heavier and more diverse tasks,and the"dynamic"progress has become the norm of customs work because of deepening reform of institution and integrating functions of customs and entry-exit inspection and quarantine bureau in2018.How to implement the party building and strengthen the construction of a clean government in the dynamic development is an important subject that needs to be explored in depth.This paper takes the customs enforcement on the field as an example,analyzes the concept of"the party building and the construction of a clean government in the dynamic development",and puts forward the suggestions about how to carry out the Party building and improve integrity in the dynamic development from the perspective of stringent governance of the Party.
