On Economic Development of Nantong with the City Cluster Strategy for Yangtze River Delta

扬子江城市群建设是江苏省委省政府提出的"1+3"功能区战略布局的重要组成,是江苏主动落实国家发展战略、促进区域统筹协调发展的一项重大部署。功能区布局打破了地理分界和行政壁垒,在更高层次上统筹区域发展,重构了全省资源版图、城市版图和经济版图。南通作为全省唯一既滨江又临海的城市,在"1+3"功能区块划分中,既是扬子江城市群"1"的一部分,又是沿海经济带"3"的重要组成部分,是唯一同时在两个功能区承担重担的城市。在建设长三角北翼经济中心战略实施过程中,南通应发挥优势,提升经济发展能级,通过调整产业结构、跨江融合,最终实现产业布局高端化,经济发展绿色可持续化。

The construction of city cluster in Yangtze River Delta is an important part of the strategic blueprint of“1 + 3”functional zones proposed by Jiangsu Provincial Committee and Government. It is an important blueprint made by Jiangsu Province to actively implement the national development strategy and to promote the balanced and coordinated development among regions. Breaking down the geographical boundaries and administrative barriers,the plan of functional zones not only balances regional development at a higher level,but also reconstructs the layout of resources,cities and economy around the province. In the division of“1 + 3” functional zones,Nantong,the only city that is both riverfront and seafront in Jiangsu,is a part of the“1”which stands for the city cluster in Yangtze River Delta. Meanwhile,it is also an important part of“3”namely the costal economic zone. It is the only city that bears great responsibilities in both functional zones at the same time. Therefore,in the process of building the north economic center of the Yangtze River Delta,Nantong should give full play to its advantages to upgrade the level of economic development,carry out the industrial restructuring and realize the cross-river integration,for the purpose of high-end industrial layout and sustainable economic development.
