论粤西地区新型政商关系的构建——基于政治生态的视角

On the Construction of New Political and Commercial Relations in the West of Guangdong Province

政商关系折射的是权力与资本的纠缠,其最大挑战是在资源配置中如何阻隔权钱交易导致的双输模式。构建新型政商关系,要害是厘清权力与市场的边界,以"亲""清"原则贯穿思想观念、行为方式和法治制度。粤西地区政商关系曾存在庸俗互利导致的勾肩搭背、权力本位导致的投怀送抱、利益驱动导致的规则破坏、信任缺失导致的政治丛林等问题。构建新型政商关系的基础工程是优化当地政治生态;根本路径在于制定"三张清单",规范以企业家精神为导向的企业行为方式,在全社会筑牢法治防线。

The relationship between government and Commerce reflects the entanglement of “power” and “capital”, in which the biggest challenge is how to block the lose-lose model caused by power and money transactions in the allocation of resources. The key to building a new type of political and commercial relationship is to clarify the boundaries between power and market, and to run through ideology, ways of behavior and legal system with the principle of “Qin” and “Qing”. In western Guangdong, there are problems in political and business relations, such as vulgar collusion for mutual benefit, power-centred sycophancy and flattery, rule breaking driven by interest, and political jungle. The basic project of building a new relationship between government and business is to optimize the local political ecology. The fundamental path lies in the formulation of “three lists”, standardization of entrepreneurship-oriented enterprise behavior, and building a strong legal defense in the whole society.
