From Intelligent Government to Smart Government:What We Should Pursue

随着人工智能引发又一新的信息技术革命,新一轮的政府治理变革已经来临,有望引导智能政府踏上智慧台阶。在此政府治理有望晋阶智慧治理的关键时期,正确理解智能与智慧的差别,辨明智能政府和智慧政府为何划界以及以何划界很有必要,本文在比较分析一些发达国家的与智能政府和智慧政府相关的价值与目标追求的基础上,对我国智慧政府建设提出相关建议,旨在助力电子政府有效达成智慧目的。

While Artificial Intelligence has triggered another new information technology revolution,a new round of government gov-ernance reform which will bring hope to guiding intelligent government stepping on more smart heights has arrived.In this critical period when government governance reform is expected to advance to smart governance,it is very necessary to distinguish differentiates between intelligence and wisdom,as well as delimiting ambit for intelligent government and smart government and confirming what criteria and characterization should be included.This article offers relevant proposals for building up China’s smart government on the basis of com-paring and analyzing the value and goal pursuits which are related to intelligent governments and smart governments of some developed countries in order to provide power to China’s e-government effectively for its purpose of wisdom.
