新时代要求对社会组织协商进行"逐渐探索"和"统筹推进"。政党领导下的有序协商是社会组织协商的建设目标。新时代加强社会组织协商建设,要通过政治吸纳赋予社会组织政治资源,建构社会组织资源禀赋。政治吸纳包括基础性吸纳、政治性吸纳和组织性吸纳三个方面。加强基础性吸纳要求进一步加大社会组织直接登记力度,使大量体制外社会组织能够合法登记。加强政治性吸纳要求把更多的社会组织成员发展成为政党成员,吸纳更多的社会组织成员进入人大政协。加强组织性吸纳要求加大枢纽型社会组织建设力度,通过社会组织联合会等中间政治结构把广大社会组织吸纳进来,使它们能够通过社会组织联合会等中间政治结构而进行有序协商。在基础性吸纳不可能迅速放开、政治性吸纳具有内在限度的情况下,组织性吸纳不失为一种便捷高效的办法。

The new era calls for"gradual exploration"and"coordinated promotion"of social organization consultation.Orderly consulta-tion under the leadership of political parties is the construction goal of social organization consultation.In order to strengthen the construction of social organization consultation in the new era,social organization political resources should be endowed through political absorption to build social organization resource endowment.Political absorption includes basic absorption,political absorption and organizational absorp-tion.Strengthening basic recruitment requires further strengthening the direct registration of social organizations so that a large number of non-institutional social organizations can register legally.Strengthening political recruitment requires that more members of social organiza-tions should be developed into political parties and more members of social organizations should be included in the CPPCC.In order to strengthen organizational absorption,it is necessary to strengthen the construction of hub-type social organizations.Through the intermediate political structure,such as the federation of social organizations,a large number of social organizations can be included,so that they can con-duct orderly consultation through the intermediate political structure,such as the federation of social organizations.In the case that basic re-cruitment cannot be released quickly and political recruitment has inherent limits,organizational absorption can be regarded as a convenient and efficient approach.
