新形势下的民族地区精准脱贫工作对于国家打赢脱贫攻坚战具有重要的战略意义和时代紧迫性。在新形势下,民族地区脱贫工作已进入关键时期,尽管取得了一定的成绩,但仍存在脱贫对象识别机制不够合理、被动脱贫模式还占据主导地位、脱贫资源整合力度不足、脱贫帮扶制度还不够完善等问题。新形势下构建包括脱贫帮扶对象精准识别机制、动力机制、保障机制、环境评估机制等在内的精准脱贫机制显得愈发重要。可通过明确脱贫目标、发展新形势下的多元化产业、优化脱贫指标体系、依靠教育医疗脱贫等路径,建立健全新形势下的民族地区精准脱贫机制,从而为新形势下的民族地区精准脱贫工作打下坚实基础,加快精准脱贫工作进程。

Targeted poverty alleviation in minority areas has strategic significance with urgency of the times for the country to realize its aim in getting rid of poverty. In the new situation, the work for overcoming poverty in minority areas has entered a critical period. Yet although certain achievements have been made, there still exist some problems in the process. For example, the mechanism for recognizing the anti-poverty object is not reasonable enough, the passive anti-poverty model still occupies the main position, the integration of anti-poverty resources is not forceful enough, and the assistant system for anti-poverty is still not complete etc. In the new situation, it is even more important to construct the mechanism of targeted poverty alleviation, which may include the mechanism of recognizing the anti-poverty object precisely, driving force mechanism, safeguard mechanism, and environment evaluation mechanism etc. We should clarify the anti-poverty aim, develop the diversified industries in the new situation, optimize the index system for overcoming poverty, and depend on education and medicine in the process. Through these paths, it is possible to set up the mechanism of targeted poverty alleviation soundly in minority areas in the new situation, and lay a solid foundation for the work so as to quicken the process for targeted poverty alleviation.
