城乡统筹视域下的城乡居民养老保险制度研究

A Study on Pension Insurance System for Urban and Rural Residents from the Perspective of Urban-rural Integration

城乡统筹坚持以人为本,以一体化发展理念为指导,通过将各种资源在城乡间进行统筹分配,实现城乡居民享有同质化的生活条件。在统筹城乡产业发展中构建城乡统筹评价指标体系,可以判断城乡统筹的推进效率和落实效果,便于地方政府动态跟踪统筹进度,及时修正战略途径和政策组合;在统筹城乡收入分配中确立支农资金绩效评价指标体系,能够评价支农资金是否规范、安全与高效,为政府决定资金投向提供判断依据;在城乡统筹视域下的城乡居民养老保险应当具备以下四个方面的特征:一是城乡居民的经济负担能力和消费水平相近;二是城乡居民参加养老保险的机会平等;三是城乡居民参加养老保险的规则平等;四是城乡居民在年老时享受公平的养老保险待遇。

Guided by the concept of integrated development,urban-rural integration policy adheres to the need of people.By distributing various resources comprehensively among urban and rural areas,residents no matter in cities or countryside enjoy a certain living standard that ensures the quality of life.In the process of balancing urban and rural industrial development,the promotion efficiency and implementation effect of balancing urban and rural development can be judged by the construction of the evaluation index system of balancing urban and rural development,which can also facilitate local governments to track the progress of balancing urban and rural development dynamically,timely amend strategic approaches and policy mix,and establish the performance evaluation index system of supporting agricultural funds in balancing urban and rural income distribution,which can evaluate whether the supporting agricultural funds are standardized,safe and efficient.In the perspective of urban-rural co-ordination,the pension insurance for urban and rural residents should have the following four characteristics:firstly,the economic affordability and consumption level of urban and rural residents are similar;secondly,the opportunities for urban and rural residents to participate in pension insurance are equal;thirdly,the rules for urban and rural residents to participate in pension insurance are equal;and fourthly,urban and rural residents enjoy fair pension insurance benefits.
