中印关系脆弱性的心理原因与对策思考

Reflections on the Psychological Causes and Countermeasures of the Vulnerability of Sino-Indian Relations

无论是推进"一带一路"建设还是构建中国与南亚命运共同体,在"一带"和"一路"交汇的南亚地区,印度的态度和行为至关重要。自"一带一路"倡议实施以来,印度对中国的邀请不但"犹豫不决",而且随着中巴经济走廊建设的快速推进,印度的态度更显消极,还以系列措施反制,甚至制造洞朗事件恶化中印关系。印度对中国合作倡议不热心,不惧损失地制造中印关系障碍,使复杂的中印关系出现脆弱性。究其深层心理原因,既有西方对中印关系的离间、印度对中国的误解和短视,也有中国民众对印度的片面认知等。着眼于中印、中国与南亚关系的未来,中印都应树立构建命运共同体的意识,努力实现"一带一路"倡议和"东向政策"对接,并以其为合作平台和机制,在互鉴中实现共同发展,共同致力于双边关系的持续改善。

In the South Asia region where the"one belt"and"one road"meet,Indias attitude and behavior are crucial,whether it is to promote the Belt and RoadInitiative or to build a community of destiny between China and South Asia.Since the implementation of the Belt and Road Initiative,India has been"hesitant"in the face of China’s invitation.With the rapid advancement of China-Pakistan economic corridor construction,India’s attitude has become more negative,and it has countered the series of measures and even created the"Doklamincident"to deteriorate Sino-Indian relations.For China’s cooperation initiatives,India is not enthusiastic at all,nor does it fear to create obstacles to Sino-Indian relations,and to make the complex Sino-Indian relationship vulnerable.The deep psychological reasons include the West’s separation of Sino-Indian relations,Indias misunderstanding and short-sightedness toward China,and the Chinese peoples one-sided cognition of India,etc.Focusing on the future of China-India,ChinaSouth Asia relations,both China and India should establish a sense of building a community of destiny,strive to achieve the Belt and Road Initiative and"eastward policy"docking,and use it as a platform and mechanism to achieve China-India cooperation and work together to continuously improve bilateral relations in mutual learning.
