转型康复医院制度体系建设的实践与思考

Practice and Thinking on the Construction of Institutional System of Transformational Rehabilitation Hospital

公立医院转型为康复医院是个新课题。在积极响应国家"健康中国"战略,北京市综合医改力推康复医疗服务体系建设的背景下,构建一套科学、规范、合理、标准的制度体系对于转型康复医院的稳定发展具有重要的现实意义。该文结合某转型三级康复医院实践经验,从制度体系建设原则、设计策略、实施路径等方面着手,思考制度体系构建的方式方法,以期为同类转型康复医院的制度建设提供参考。

The transformation of public hospitals into rehabilitation hospitals is a new topic. Under the background of actively responding to the national “healthy China” strategy and the construction of rehabilitation medical service system in Beijing, the establishment of a scientific, standardized, reasonable and standard institutional system has important practical significance for the stable development of transformational rehabilitation hospitals. This paper combines the practical experience of a three-level rehabilitation hospital, from the aspects of institutional system construction principles, design strategies, implementation paths, etc., and considers the methods of institutional system construction, in order to provide reference for the system construction of similar transformation rehabilitation hospitals.
