The paper analyzes the characteristics of small and medium-sized high-tech enterprises in the starting-up stage, and through analyzing the applicability of three kinds of competitive strategies, it finally draws the conclusion that small and medium-sized high-tech enterprises in the starting-up stage should adopt differentiation strategy or goal-focused strategy.
