摘要
随着信息化的快速发展,电子文件已经成为一种重要的记录方式。作为人类历史上的一次记录方式的变革,它的产生与以往的记录方式、记录载体的变化相比有着更深刻、更广泛、更实质性的意义。管理好、利用好政府电子文件有利于提升政府对内管理效能、提高政府运行的经济效能、提升政府电子文件的社会效能。辽宁省政府电子文件管理目前还存在一些管理制度、主体责任、管理内容和管理方法上的问题。旨在深入分析现存问题并探讨其成因,为今后探索出一条适合辽宁省政府电子文件管理发展的途径打好基础。
With the rapid development of information technology, electronic records have become an important way of recording. As a change of recording mode in human history, its emergence has a deeper, wider and more substantial significance compared with the changes of recording mode and carrier in the past. Managing and making good use of government electronic records is conducive to improving the efficiency of government internal management, promoting the economic efficiency of government operation, and enhancing the social efficiency of government electronic records. At present, there are still some problems in the management system, main body responsibility, content and method of Liaoning provincial government electronic records. The purpose of the paper is to deeply analyze the existing problems and explore their causes, so as to lay a good foundation for exploring a suitable way for the development of Liaoning provincial government's electronic records management in the future.
