金融“环境、社会和治理”(ESG)体系构建研究

Research on the Construction of Financial ESG System

近年来,随着气候变化、劳工条件、企业责任等问题的日益增多,环境、社会和治理(Environmental, Social and Governance,ESG)体系受到越来越多的关注,但相关的系统性研究尚显不足。金融不仅需要发展和完善自身的ESG体系,并且,由于其会与各类企业产生直接或间接的联系,从而会影响各类企业ESG的发展。因此,构建金融ESG体系具有重要意义。本文运用文献回顾、归纳、对比、案例分析等方法,系统梳理了ESG的内涵界定和评价标准,总结了国际上金融ESG体系的探索与实践,创新性地提出了金融ESG体系的内涵,探索性地构建了金融ESG指标体系,并深入剖析了ESG在中国金融领域的实施和问题。在此基础上,本文提出明确金融ESG定义和标准、健全我国金融ESG法规政策、严格落实实施和过程监察、加强ESG信息披露、建立健全事后纠正和惩罚机制等政策建议,以推动我国ESG的发展。

In recent years, with the increasing numbers of problems such as climate change, labor conditions and corporate responsibility, the environmental, social and governance (ESG) system has attracted much attention, but relevant comprehensive research is still insuf cient. Financial industry not only needs to develop and improve its own ESG system, but also affects the ESG development of other enterprises directly or indirectly as the fund provider. Therefore, the construction of financial ESG system is of great significance. Through the method of literature review, induction, comparison and case analysis, this paper systematically surveys the de nition and evaluation criteria of ESG, summarizes the international exploration and practice of the ESG system, innovatively proposes the substances of the nancial ESG system, explores the construction of nancial ESG index system, and deeply analyses the implementation and problems of ESG in China's nancial eld. On this basis, some policy suggestions are put forward, including exploring the definition and standard of financial ESG, promoting our nancial ESG regulations and policies, strictly implementing process monitoring, strengthening ESG information disclosure, and establishing and perfecting the mechanism of correction and punishment after the event.
