时间的正义:城市更新中权益保障与文化保护的平衡

城市是空间扩展和时间记忆的叠加。在城市更新中,充满了空间权利的争夺,空间正义的诉求已经引起学界的关注。同时,城市更新涉及很多具有一定历史和价值的建筑的拆除重建,充满了历史建筑的保护与现有建筑产权人的权益保障如何平衡的问题,即时间的正义。时间的正义涉及到不同时间维度上的城市建筑在同一空间场域中存在的优先性和合理性之争,因历史主体的缺失而导致被忽视。深圳的湖贝古村城市更新项目,通过文化保护志愿组织、古建筑保护名人、新闻媒体等外部社会力量的嵌入,构建了由政府、企业、产权人、文化保护人士等多元主体参与的城市更新机制,实现了产权人的权益保障与文化保护的有效平衡,值得其他城市在城市更新实践中加以借鉴。

Cities are the superposition of spatial expansion and time memory.In the urban renewal,full of the competition of space rights,the appeal of space justice has aroused the attention of the academic circles.At the same time,urban renewal involves the demolition and reconstruction of many buildings with certain history and value,which is full of the problem of how to balance the protection of historical buildings with the rights and interests of existing building property owners,that is,the justice of time.The justice of time involves the dispute of priority and rationality existing in the same space field of urban architecture in different time dimensions,which is neglected because of the lack of historical subjects.Shenzhen Lake Bei Village Urban Renewal Project,through the cultural protection of voluntary organizations,ancient buildings to protect celebrities,news media and other external social forces embedded,constructed the government,enterprises,property rights,cultural protection and other diverse subjects to participate in the urban renewal mechanism,so as to achieve the protection of the rights and interests of property rights and cultural protection balance.
